Scale Committee Meeting, 16 September 2002 

The Scale Committee met September 16, 2002 at the Local 655 offices. Present were Chairman Kevin Jefferson, Jeffrey Apana, James Cotman, Peter Graves, and Dan Salmasian.

The meeting was called to order at 3:13pm. Chairman Jefferson moved to appoint Apana secretary and parliamentarian; the motion was adopted by unanimous consent.

Discussion of symphonic scales. Mitch Goldstein arrived at 3:29. Apana moved to increase symphonic scale to $100 for 2 ˝ hour and $120 for 3-hour service; to decrease small budget to $75 for 2 ˝ hour and $90 for 3-hour service; to increase all of these rates an additional $2 effective September 2004 except that symphonic 3-hour service increase an additional $3; to increase break time to 20 minutes for a 2 ˝ hour service. Motions carried by unanimous consent.

Discussion of show scales. Salmasian asks about 2 shows being presented within one call. Salmasian moves to create a new show category for Fridays and Sundays with rates of $90 for 2-hour, $125 for 3-hour, and $160 for 4-hour services and to increase all show rates 2% effective September 2004. Motions carried by unanimous consent.

Graves moves to increase all continuous and noncontinuous rates 2% effective September 2004. Motion carried by unanimous consent. Graves moves to amend Friday/Sunday rate proposal by creating Friday/Sunday categories for all casual rates and that the rates for this new category shall be 10% higher than the basic (non-Saturday) rates. Motion carried by unanimous consent.

Graves notes the “sound check” rate established by the Executive Board and moves to adopt the following new language: “A 1-hour sound check is permissible at 150% of the rehearsal hourly rate for show and theater engagements, provided that the sound check is not immediately prior to the start of the performance, and a 1-hour sound check is permissible at 150% of the rehearsal hourly rate for casual engagements, provided that the sound check is immediately prior to the start of the performance.” Motion adopted by unanimous consent.

Discussion of cartage rates. Goldstein moves to increase organ rate to $100. Motion carried by unanimous consent. Chairman Jefferson moves to increase PA rate to $75. Motion carried by unanimous consent.

Discussion of mileage rates. Apana moves to specify a per-mile rate. Motion carried by unanimous consent. Graves moves to set rate to the current IRS rate. Motion carried by unanimous consent. Apana moves to amend rates for travel within the tri-county area by creating a category for travel of 25-40 miles with a rate of $12 and a category for travel over 40 miles with a rate of $18. Motion carried by unanimous consent. Graves moves that rates for travel by public conveyance shall be established on a case-by-case basis by the Executive Board. Motion carried by unanimous consent.

Graves moves to add “studio jazz orchestra” to definition of casual engagements. Motion carried by unanimous consent.

Graves moves that doubling rates on casual engagements shall be rounded up to whole dollar amounts. Motion carried by unanimous consent.

Apana moves to add a 10% surcharge on engagements not covered by AFM-EPF contributions. Motion withdrawn by unanimous consent.

Graves moves to establish 3 tiers of theater rates as follows:

  •   “Major” for performances in halls of 1800 or more seats with a rate of $135 and a rehearsal rate of $32 per hour
  •   “Midsize” for performances in halls with 1000 to 1799 seats with a rate of $105 and a rehearsal rate of $25 per hour
  •  “Small” for performances in halls with 999 or fewer seats with a rate of $75 and a rehearsal rate of $21 per hour

Graves moves to rename “steady engagement” category to “Restaurant/Night Club” and remove minimum show/week language. Motion carried by unanimous consent.

Apana moves to establish a rate for private music lessons. Motion withdrawn by unanimous consent.

Salmasian moves to add “religious service (with Executive Board approval)” to title of “Restaurant/Night Club” category.
